Space: Execute / Start the game (at the title screen).   Esc key: Return to the command selection.
Return key: Load the game (at the title screen). / Proceed to the ending screen after "Year20/December".
Y key: Save (or load) the game after the game asks if you want to save (or load) for sure.
N key: Cancel after the game asks if you want to save (or load) for sure.

How to play:

According to the author, this game was inspired by "A-Train III".  The player has to develop the city for 20 years as the mayor of the city.
New houses would be built on building lots(BLDG.LOT for short).
It costs money to turn the grassland or the forest into the building lot.  The cost is paid from the city budget(BDG for short).
The larger the population(POP for short), the larger the amount that is added to the budget every three months.
Building a housing complex will increase the population by 2000 people.
Building a park or a school will increase the value of the surrounding land.
The sudden construction of stations and factories, regardless of the player's intentions, will also increase the value of the land.

The higher the value of the land, the easier it is to build more houses or rebuilding houses into buildings or skyscrapers,
resulting in an increase in population.
